It is paramount that beyond the inherent uncertainty of the security context, a minimum of predictability to those who plan in this field must be guaranteed at political level, said on Wednesday President Klaus Iohannis, in the opening of the “Europe: Building Trust” symposium, ongoing in Bucharest.
“The outcome of the strategic order’s planning process must have a finalisation, from ensuring an increased flexibility in the procurement to the development of credible capabilities adjusted to the new conventional, asymmetrical or hybrid challenges,” the head of state said.
He stressed that this is the argument for which he decided the political, legal framework for the development and strengthening of such capabilities, namely the establishment of two new Commands – of the Forces for Special Operations and of the Cyber Defence.
“As regards the Forces for Special Operations, I have recently approved a robust, ambitious development plan for the next ten years aiming at all the specific elements: institutional integration in the new structure of forces of the Army, the command and control, the resources planning, the equipment, the training and cooperation at regional level,” Iohannis said.
According to him, all the efforts of transformation and adjustment aim from the strategic viewpoint to broaden the options and tools’ spectrum with the goal to enhance Romania’s profile as “a stability pole in the region, a credibility generator among allies and when necessary an active participant in the missions that have the purpose to ensure the regional and international security or the human lives’ rescue.”
Klaus Iohannis expressed hope that the Forces for Special Operations will contribute to a further increase in the regional stability, particularly by developing a specific profile in the Central and Eastern Europe area, based on the highest standards of qualification and cooperation with the allies.
