MoD signs Letter of Offer and Acceptance on procurement of first three HIMARS systems

The Ministry of Defence has announced that the Letter of Offer and Acceptance was signed on Monday for the procurement of the first three HIMARS multiple launch rocket systems, thus finalising the legal procedure specific to the Foreign Military Sales Programme.

According to the MoD, the legal procedure for the procurement of the first three HIMARS systems, through the signing of the Letter of Offer and Acceptance specific to the Foreign Military Sales (FMS) Programme, was finalised on Monday, at the MoD headquarters, in the presence of secretary of state Mircea Dusa and Chief of the General Staff Nicolae Ciuca.

The procurement programme is taking place in line with the Romanian Parliament’s approval, as part of a state contract awarded by the Romanian Government to the Government of the United States of America.

Law no.46/2018 on the achievement of “Indirect fire support capability” related to the “Long-range multiple launch rocket system” procurement programme was adopted on Wednesday by the Lower House, as the decisive Chamber, and was promulgated by the Romanian President on Friday.

According to the MoD, the procurement of the HIMARS multiple launch rocket system represents for Romania “an essential security interest, because the strengthening of national and regional security is accomplished by acquiring this capability, this overture at the same time contributing significantly to the consolidation of the strategic partnership with the United States of America.”

“The HIMARS multiple launch rocket system represent the top of technology at global level, being one of the most reliable systems of its type tested in combat, being used, among others, by the U.S. Army and the U.S. Marine Corps. Romania, as a NATO and EU member, has the obligation to continue to intensify its national efforts on the defence and security dimension,” the MoD informs.

According to the quoted source, by procuring HIMARS the Romanian Land Forces will have at their disposal, “for the carrying out of specific missions, a system of high precision, credible, flexible, and efficient, in order to contribute to the deterring of aggression against Romania or its allies, and to articulate a proper answer to the current and future challenges of the security environment.”
